\begin{abstract}

Measurements of the in-plane skin depth at $\approx$40 MHz, within the high
magnetic field phase of the charge-density wave compound
$\alpha$-(BEDT-TTF)$_2$KHg(SCN)$_4$[1], reveal that chiral surface states
do not play a key role.  Rather, the resistivity drops exponentially
within the bulk, irrespective of current direction, in a manner that
is physically consistent with a transition into a low temperature
state with vanishing resistivity[2], that is broadend by inhomogeneities.
